Comox Valley Regional District Proposes to Introduce Parks DCCs

Comox Valley Regional DistrictThe Comox Valley Regional District (CVRD) is in the process of preparing a development cost charges (DCC) bylaw to help fund the acquisition and development of new parks and greenways in the three electoral areas of the regional district.
CVRD staff are organizing a meeting to brief the development community on the proposed parks DCCs and get their feedback on Wednesday, June 27 from 3:30 p.m. to 5:00 p.m. in the Evergreen Lounge at the Filberg Centre on 411 Anderton Ave in Courtenay. There will be a short presentation followed by time for questions and discussion.
The parks DCCs will apply to Baynes Sound (Area ‘A’), Lazo North (Area ‘B’), and Puntledge Black Creek (Area ‘C’). There is no overlap between the service area where parks DCCs apply and the service area where the sewer DCCs apply that are currently under review. There is some overlap with water DCCs. The parks DCC will contribute 21% of the acquisition and development costs of new parks and greenways, the reminder will be paid by existing residents through property taxes. The parks DCC will be charged to residential development and tourist commercial accommodation, specifically the development of hotels, resorts, inns, cabins and lodges. B&B’s, campgrounds, RV parks, other commercial and industrial developments are excluded from the charge.
Proposed Parks DCC rates are: single family residential: $1,417.63 per lot; multi family residential: $1,181.36 per dwelling unit; tourist accommodation: $212.64 per room.
